The Mineral Production Monitoring Support Project (MPMSP), formally titled “Enhancing Tax Collection from Mining through Effective Regulation and Monitoring of Mineral Production” was part of a broader EU programme to enhance public financial management in Zambia. The MPMSP was executed by a consortium under Adam Smith International and also including the Revenue Development Foundation, Ecorys UK, and their subsidiary PMTC (Zambia).
Ron Smit was the Team Leader of this EUR 5,37 million Project, which started in January 2015 and concluded during January 2019. He was supported by a very experienced and dedicated team of Zambian and international experts who all contributed their specific knowledge and expertise. The Project team worked closely with the staff of the Ministry of Mines and Minerals Development (MMMD).
The Project achieved a much improved quality of mineral production reporting by the (largely copper) mines and increased capacity within the Ministry of MMMD to monitor such reporting. Capacity building included training and coaching as well as procurement of laboratory and IT equipment, and vehicles. Support was also given to the Zambian Extractive Industries Transparency Initiative (ZEITI).
